After taking Congress Poland from Russia in a peace deal (as Prussia) during the Crimean War, I noticed that the Russians had very few cores - they were limited to the strictly Russian lands. I found this to be a bit odd, as Russian cores in EU2 covered the Ukraine, Caucausus, and parts of Central Asia.

After searching around I noticed in the scenario file in the 1861 folder that Russia did indeed have the cores I thought missing (barring Congress Poland, which makes sense). However, there are no commands in the event file to give these cores to Russia between 1836 and 1861. I think this may be why I've witnessed a particularly weak Russia in my games, as without cores I can see that their manpower could suffer.
