I'm planning to buy the Russian version of HoI2: DD: A, by Snowball.ru, but I'm unsure if it includes normal DD (it is a 2CD version, so I guess it should) and if it'll run okay like the normal English version in mutiplayer, patches and other stuff.

I have no experience with that version. However, I have read posts on this forum from players who have purchased a German version, only to find that it does not include an English translation option, or is missing all or parts of the English translation. So, let the buyer beware.
 
I bought HOI2 in Russia but got a fully english version except for the insatllation instructions. I was able to apply patches and play multiplayer with no problems. Somewhere a long time ago I read that the various language options are included in the game and if you change the code you can change which language is used. I don't know if that's true or how to do it though.

I travel to Russia fairly often as my wife's from there. I stock up on games and movies every trip. I usually try to buy games that have english versions but I can read enough russian that if the game is interesting enough I buy it anyway. Some of them gave me problems as I couldn't patch or upgrade them.

It is true. You can change it in the settings.cfg:

Code:
0 #LANGUAGE (0=english, 1 = french etc..)

English = 0.
French = 1.
Italian = 2.
Spanish = 3.
German = 4.
Polish = 5.
Portugese = 6.
Russian = 7.
 
Unfortunately not all localized versions of the game include the full language translations. So, there is at least one German version of the game, that has #Language = 4 in the settings.cfg file but does not include the supporting english translation; it does have the German translations, but changing the #Language to 0 in that version fails to switch the translation to english because the english translations are missing in part or whole.

That includes English version; I have the Anthology and it doesn't include the non-English text for everything either. Mainly the basic text.csv and doomsdaytext.csv aren't translated although other things like events have text in 6 languages.
