So from my understaning, having a safehouse in each neighbourhood is beneficial as it gives you a bonus to draw. But each safehouse requires a lieutenant. There's ten neighbourhoods, so ten safehouses and ten lieutenants each and lieutenants stay in the safehouse and you cannot use them in combat. But you can only have 10 hired gangsters. So eventually if I had a safehouse in every neighbourhood I would have no one in my fighting crew? How does this work?
 
A safehouse CAN house an Lt., it is not required to do so. You can have a safehouse without an Lt.

Put your best adminstrators in your richest districts, keep your best shooters on patrol.
 
It still seems strange to me. You can only have 10 hired gangsters, but in the end game you should have some lieutenants, some moles, and yet you need a lot of firepower when you attack the bug rackets or an enemy safehouse. I'm not sure how you're supposed to do it.

From my experience, most players on Youtube actually only use hired gangsters for attacking rackets. But i may be wrong.
I feel like the bonuses lieutenants offer is not worth it for now, and it seems better to just have a big fighting team through all game.
It would be cool if you could have bigger incentive to use some of your hired gangsters for the economic side of the game only.

When you have a fully built out district and completely control it, the bonuses of a good lt. are huge. But automatically sticking a guy in a safehouse you are using to portal in and out of a contested district for reasons is a waste of a shooter.
 
Perhaps I'm still very slowly understanding this thing but I tend to ignore the whole mole/lieutenant thing as the costs are obvious and the benefits less so.

I also tend to opt out of the missions. I know one in particular gives a great reward ($50,000?) but the rest are a bit meh when I'm simply empire building.
 
I’m not the biggest fan of using LTs. 99% of my gangsters are recruited and designed to be shooters. With the limits on how many you can have and the risks of losing people permanently when bad things happen to them, going full bore into to fighting makes more sense than having a LT increase revenue while you lose guys more often.

but maybe I’ve just been unlucky enough in gunfights and I’ve lost too many high level gangsters to bad RNG that i don’t like leaving gunfights to chance at all.
