I know that it's possible to walk on water, just visit lake Tchad, but how about sailing on land? Playing as Prussia, when I finally inherited NGF, they had a couple of frigates in the land provinces. I could only access them through military list. On a related note, why does South German Federation leader wear a turban and has a dot on his forehead? Is clothing shortage really that bad in Europe that he had to smuggle some clothes from India?

Is that perhaps because a bug spotted earlier of some German states having ships with home provinces in inland provinces?

The turban thing might be another bug, it's possible that NGF has a faulty entry in the file that determines which random leader pictures to use.
