Salladhor Saan

I've noticed that the good Salladhor Saan is a patrician in Lys, and in my game he became the ruler of Lys. Wouldn't he be better suited as pirate in the Stepstones, though? He was a pirate before being hired by Stannis, and he returns to piracy in the Stepstones after he abandons him.

Davos had to go to his manse in Lys to recruit him. So he has a high enough standing in that city to be able to live there comfortably without fear.

I wonder what would happen if he had the Pirate religion (and so he was able to raid and such).
