Same issues as EU2? this is a question.

I recently bought EU2 and it keeps crashing to desktop, Even with help from EU2 support staff I can't keep the game running, does HoI have the same type of issues? is this game built on the same engine? I love EU2 but can't play it due to the crashing and I don't want to go out and pay money for this game if I'm going to have the same issues.

It may or may not.

As we have not found the source of your EU2 problem yet it is impossible to say.

Some of the Engine is the same and much is different for HOI.

So the unsatisfactory answer is "it depends".
