HoI 2 1.3a Cohen's Game Rules:

Starting Campaign is 1936, using IC Modier for Axis.
This means Axis has some more IC, and precisely:
45 Germany
16 Italy
15 Japan
6 Austria
8 Finland

Additional Players:
(no human players in South America)
They MUST pick a minor historically aligned with 1 faction:
For Axis:
Finland, Romania, Hungary or Bulgary
For Allies:
Canada, Australia, South Afrika or New Zealand.

1st Minor Player will belong to Allies.
2nd and 3rd to Axis.
4th will take an Allied minor.

General Rules:
note: Unless specified, Allies are referred to both W.Allies and Comintern.

- Germany and UK are "Alliance Leaders". They choose the overall plan, and allied players should do their best to accomplish the tasks given, and follow orders.
To Alliance leaders can tell what to do, not how to do. (example, Ger Player tell Ita Player to hold Lybia. It stops there, then it's up to Ita Player to setup things)
- DO NOT Strat move units away from Border when at War with that Bordering nation. Even if you do not risk encirclement.
- DO NOT disband troops doomed to death.
- DO NOT exploit supply of Puppets and Allies by parking troops inside them
- DO NOT keep wars active to benefit of the halved consumer's good.
- DO NOT coup other players.
- FOR whatever else I could forget to write here, and you feel it could be dirty, ask in General chat after pausing the game.
- Expeditionary Forces aren’t allowed due to the bugged system.
- Building Land Forts or Sea Forts above lvl 5 is forbidden. This is WW2, not WW1 the trench war. Those existing are ok.
- Players cannot get puppetted.
- Japan cannot puppet China. Can Annex it to, and in this case the save will be edited to bring Japan belligerence down to 40 instead of 80 of the Annexation.

Half Historical Game:

WAR ENTRY RULES:
Germany – and Germany only among Axis can DoW anyone within his operational range (ie, don’t DoW Tibet to benefit of halved consumers good need), at any given time. At his own risk to fuck up his events for Anshluss, Czech and so on.
We’ve no Danzig Rule, cause it’s too easy for Allies to know exactly when war will start.
Allies CANNOT declare war on anyone except Germany before 1st Sept 39 – and only if Germany Belligerance allows it.
Soviet Russia CANNOT declare war on anyone except Germany. Soviet Russia cannot DoW Germany before 1st Jan 42 unless the Ribbentrop-Molotov Pact has been signed first, and then not respected.
USA will event war at 1st Jan 42, unless something will trigger their intervention, specific rules below.

- Political & Economical Rules

- Starting Trades shouldn't be cancelled until the 2 parts are directly at war.
- National / Republican Spain cannot be politically influenced, couped and such until the Vichy event. Not by Axis, nor by Allied.
- Axis Minor Nations cannot be couped by Allied Players (list of above nations for player choices, plus Austria and Sweden – and if AI asks for a trade you must refuse it) – nor they can trade with them at all – this is to prevent to steal resources like Romanian Oil and such to Germany.
- Allies can never ever trade getting Rares unless they’re in negative, due to province loss.
- Soviet Russia cannot conduct any political affair, except asking territory if R-M pact is triggered. They can give for free money to United Kingdom to sustain their political influencing and such.
- Allies must wait for Axis to coup or ally up a nation before to start allying up or couping nations, to they can influence other nations anytime. This excludes Major Nations.
- Italy can join Axis since the start.
- Players must accept surrender events and similar. Like Vichy, Bitter Peace, and such.

USA Join War Rules:
- 1st Jan 1942 unless something else happens:
- Axis ally up ANY American minor nation.
- Delay of 6 months for every American Minor joining Allies
- And, no if UK is invaded, or Soviet is in deep shit, USA won’t care.

FRANCE Rules:
- France player must defend his land, and his army should be on French Soil. To send it away to save it from Vichy is an exploit, and the troops will be entirely removed editing the save.
- France cannot build any Land Fort until 1st July ‘40

GERMANY Rules:
German player can ask for a save before any Annexation event, and ask for a rehost in case it go wrong.


SOVIET Rules:
SU cannot Annex or Puppet any minor DoWed via event (which is allowed, like Winter War).
SU must accept the peace offer of those nations when asked for.

JAPAN Rules:
Japan should accept the Pearl Harbour Event.
Japan can join Axis only when USA joins the war, not before.

UK Rules:
Poland cannot be military controlled.
Commonwealth Minors, even if player controlled, cannot send troops outside their national border until war starts.
UK cannot send troops before war starts outside national border.

End Note:
I could have forgot something. Feel free to make it clear, and we can discuss about it.
If you feel you're somehow cheating the rules, exploiting, or doing something wrong, talk about.
In case something not written here, but which could be considered cheating, exploiting, or wrong, could bring to a rehost on previous / fixed Save, with the substitution of the infracting player.
Anything that will get wrong will be fixed editing the save, with much loss of time for everyone.
 
So on we'll meet saturday, early afternoon for another marathon?
To I'd have to say that SU player, and perhaps UK too, did something really wrong.
Having noticed no IC increase by SU, nor a significant army increase in 3 years of gameplay, I bet the player choiched to upgrade troops with like full drafted army + central planning slider ...

I feel it will be an easy game for Axis, not for extra IC that balances out, but for some huge mistake done by players. My opinion to
