Last time I got that error was because I messed up some province ownership values (there were provinces that nobody owned). Did you modify the scenario file recently? Can you remember what you did? Perhaps I'm suggesting the obvious, but I don't know what to say besides narrowing down the research.
 
Well, there have been provinces with no owner, but that's usually not a problem - they will just be white.
And will there be the "Scenario file has errors" error in that case? Provinces are not defined in that file.

EDIT: I deleted pretty much everything not needed, but I stilll can't find anything wrong!

Having provinces with no owner on the map produces a single "scenario file has errors" error after which the game loads normally. I guess you gotta live with it - and avoid like plague to send units into those provinces with no owner...

Unfortunately, I get a CTD instead. Plus the scenario did load before (when some provinces had no and other shad double owners). Back then I just got messages like "United Kingdom has province X when United States want it". I could skip those and start the campaign. :(
 
I had such messages when I had problems with province assignment. Either provinces unassigned or non-existing provinces assigned. Might even by a typo in a .inc file....

It works! I still get the error message, but I can click on "ignore" and the game loads. I am pretty sure everything will be fine once I gave the homeless provinces to some country. :D

Thanks to everyone! I'll switch my game view from Frustrated Modder Outlook to Imperial Mod Outlook and continue modding.
