Why aren't the Scharnhorst and the Gneisenau in the production ques at the beginning of the game? The Scharnhorst was launched in 10/36 and the Gneisenau in 12/36.
 
CORE uses events to simulate historical naval construction, with an event to either toggle it off altogether or to reduce the amount of construction in addition to the full construction

haven't played germany for awhile but i'm fairly sure those ships will be in that event chain somewhere
