1. Schleswig:
I think the POP distribution is more or less adequat.
2. Holstein:
2.1 CULTURES
In the VIP v0.4 H.'s cultures are North German and Danish. (whereas Denmark's is only Danish). This is not quite correct since H. was always part of the HRE and the newly formed German federation.
Holstein's culture should only be North German
2.2 DANES
There are way too many Danes in H. I strongly doubt that the Danes amount more than 15%, since Lauenburg was almost purely German.
2.3 FLAG
Adding the "Nettle Leaf" to the flag would also be more adequat.
2.4 THE 1848 CONFLICT
In the 1848 conflict between DK, PRU & AUT Holstein MUST NOT join forces with DK, since they were fighting the Danes to obtain Schleswig (Ribe and Flensburg).
-> Maybe Holstein should be transformed to Schleswig-Holstein, when they win the war with DK and obtain then also Danish as culture. The flag should be that of EUII.
2.5 RAILROAD AT KIEL
It is nice that Kiel starts with a railroad, but the first railroad ever on the peninsula was constructed in 1844.
