Schools

So I started a new city on console(ps4) last night and schools are not registering in the game. After running the game for 30 mins on 3x speed and adding 500 new residents all my houses are still red and demanding that I educate more citizens. My houses are barely level 2(most are still level 1).
When I add fire and police all the houses change to green.
I’ve built about 20 cities of various sizes so I’m pretty familiar with game mechanic. Are we experiencing a glitch or im I completely missing something ?

Make sure your schools are within range if the houses and that you have both elementary schools and high schools. Check the education section I'm the info panel and it will tell you how many citizens are eligible and your capacity for each education level.
