I get the flicker from time to time too. Shut down HOI2, then turn off an extraneous programs you have running, start it back up again. Often it occurs because I was alt-tabbing between the game and Firefox, or a shared network drive was open.
dont quit the program (alt+tab etc.) while its loading something (loadinig the game or scenario)
if it does happen close the game and start again
