Yup this is usually caused by something running in the background, like virus protection, ICQ/Messanger, Outlook ...
khlash if you are sure you have NOTHING running in the background then let me know and I will give you somrthing else to try.
 
What refresh rate do you have set?
 
Try turning the music off in HOI settings/config program.
If that does not help try setting the game to a different resolution in the config program.
 
Screen flicker is 85% of the time caused by something running in the background, such as Anti virus, messanger, E-mail, something like that.
Do a Ctrl-Alt-Del and look at the applications and processes running just before you are going to launch HOI.
 
No there are other factor but refresh rate/Resolution acounts for for about 14% so, as he mentioned he had already tried different refresh rates, it does bring the percentage up to 99%. ;)
 
The most common culprit is say something like outlook express, if you have it set to check e-mail every minute, then while it is checking the screen will flicker. It is using resources or conflicting with resouces need by the game.
 
It could even be an autoupdate like windows.
 
Some times it takes a while to hunt down.
