What is a good, free program for editing screenshots.

Just curios because I would like to start an AAR but paint is not very good for editing screenshots.

Also what is a good file type to save/upload images as?

Try GIMP. It's a bitch to learn interface of it, but once you've got it, you start loving the thing.

Standard format would be png or jpg.
