Scrollbar appearing in Politics/Laws screen making the UI disarranged

Description​

When playing the game on 1920x1080 resolution and 100 % GUI scaling a scrollbar appears on the right side in the Laws screen in the Politics tab making the screen slightly scrollable. This is annoying because the laws would fit perfectly fine on the screen without scrolling at this resolution. The scrolling always causes the Laws UI to look disarranged. Although it is not a game-breaking bug, it really bothers me, especially because the Laws screen is usually opened very frequently. This has been the case for many game versions now. The scrollbar should be removed and the laws properly centered.

Steps to reproduce​

Set game resolution to 1920x1080 and GUI scaling to 100 %, then open Politics/Laws screen
