Scrolling Problem on Leader Selection Field

Whenever I go to assign a new leader to an army unit I have a problem where it's continual scrolling up and down. I can sort the list but cannot select/assign a commander from the list, it just keeps scrolling up and down. Saving/restarting doesn't seem to help either.

Has anyone seen this problem or know of a resolution?

What brand and model of mouse do you have?

I've gotten this problem a couple times, restarting HoI always works for me and every one else who I've seen in multiplayer with the problem.

Since I believe it's a fairly common glitch, I doubt it has much to do with the brand of the mouse.

You may not have run into before, I've seen several others get it (as well as myself) and restarting HoI fixed the problem.

Not trying to be rude, just trying to narrow down his problem.

The problem is, if everyone is not getting it, then there must be something in common between those that do.
