they are much more widely used in the axis navy then the CVL for spotting enemy ships(other than subs), i think they are very important and they needed to be taken into the game.


so , germany could spend less on CVL and more on Seaplanes such as Ar 196.

I agree they make more sense than some current attachments - see here for a suggested reworking of Naval 'brigades', including them for AC and above.
