As everyone her surely knows, Capitals are excluded from Vassal creation upon status quo. (Even with "bring into fold" wargoal where it is not mentioned anywhere)
I am looking for a mod, which includes them in any form of vassalization or tributarization wargoal.
Is this possible to make such a mod (or does one exists already) or is this aspect hardcoded into the game?
