Some of the maps in the game are indeed in the southern hemisphere, which is why they summer is in January. You can see the hemisphere when selecting a new map. Barrier Island, Sweeping Plains, and Windy Fjords are all located in the southern hemisphere.
 
While this works as designed and shouldn't be a high priority item, I think there is a potential feature here.

It would be amazing if we could set the temperature range and hemisphere on the map options screen before starting a new city.
Similar to how we can choose between European and American style buildings as default.

I for instance struggle with looking at the now. My monitor is fairly bright and in the evenings the flood of white light is bothersome.
I use the dev menu to overwrite the temperature at times so I can keep playing.

Problem with that is, map makers will be using flora to match the intended climate for the map they made. Of course you could delete it all and place your own, but doing that properly will take quite a while. If you don't, then you would end up choosing a map that has that climate and matching flora anyway, or maybe some folk don't care if they have snow covered palms or sun drenched spruces and pines lol.

I don't think this would be an issue at all.
In CS1 the map theme changer was one of the more popular mods. Just in case someone is unfamiliar, it allowed to change the theme of any map to another, allowing you to turn a tropical island into a winter wonder land and the other way around.

Of course, the theme and temperature are two different things in CS2.

I don't think it will be too long until someone makes a mod expanding on the already existing map theme changer which allows to disable seasons, force a single season or change the temperature range with a few clicks. So while anything we can add to the vanialla game is good, I don't believe this is among the things we would actually see.

This being said, I would as a game desginer include a "Disable snow" toggle in the graphics settings. The extrem bright, white landscape are not just unplesant to look at on occasion, but I could see that this is actually an accessibility problem for some people.
