You can see that in 867 you can Declare War on Byzantium as a King of Asturias using the "Seize Peripheral Duchy" (Crimea) CB. I think it should be more limited (geographically), because I don't think see a compelling reason to enable bunny-hopping like this.

"Seize peripheral duchy" is designed as a workaround to the very real problem that, in the game as it stands, it's basically impossible for the Byzantines to lose land. They can't suffer independence or dissolution factions, their governors get easy CBs that let them expand rapidly, and the ability to exceed normal MAA limits means they are also always going to be one of the strongest powers.

So there needs to be some way for them to lose land, and in particular for the player to weaken them. That's what it's for, and that's why the devs should be very reluctant to nerf it. As it stands, the AI rarely uses it.

Sure, I don’t have any problem with the idea behind the CB. It is, however, rather silly that there doesn’t seem to be any geographical restriction beyond ‘can diplomatically interact with Byzantines’.

It is, however, silly that there aren't any range limitations for this CB. I don’t believe AI would go after geographically unconnected titles anyway, while players don’t need a cheap ‘I want to jump into Antiochia / Crimea’ button. (They already can falsify claims if they feel so inclined.)

The main power of seize peripheral duchy isn't the CB, it's that the war score ticks up fast, so you can actually potentially win against a stronger but distracted Byzantium.
