Currently when i play the game at 474 AUC the Seleucid Empire starts off with 24 manpower. 24! Compare that to Egypt with roughly 150. They are doomed from start. On top of that, their manpower doesn't seem to regenerate at all. One game i played as Macedonia, and i owned seleucids so hard. Why? Because they were constantly at 0 mp, even during peace times. Worth to note is that they start with 8 stacks x 3000 soldiers at the start = 24000 units.
I've had to reinstall the game 3 times only this weekend(because of a bug were a big pink cloud covered the eastern half of the map, initially) but it doesnt fix the problem. My first thought was that the installation failed to copy the files properly, now i wonder wether it's an effect of the 1.2 patch.
To solve this, i have to mod something, but dunno where to find the mp modifier for Seleucids only. Anyone who could help me out?

In my Carthage game I am in a constant war-truce cycle with the Seleucid and they have been at 0 manpower since it started. Actually, they do recover some manpower but immediately use it to recruit new troops since I kill almost all their troops roughly every 5 years.
 
Just noticed why they are so short on man power: all their provinces with another religion than the state religion give no man power. I hope this is a bug, because SE are so screwed no matter who they engage.

Isn't that kinda the point? I mean, the Seleucids were Macedonian kings ruling over a vast, culturally-diverse empire. It would stand to reason that they and the Ptolemies in Egypt would have problems raising armies.
 
Your major problem is the religion conversion rates. Currently they are at MTTH 300 x 2.0 for 30 provinces x 3.5 for 40 province x 2.0 for 50+ provinces. That means the time for you converting a province to the Greek religion is roughly 350 years. I asked what the thinking behind this decision was and the silence speaks volumes. Adjust the conversion rates for everyone equally to 1.2 for 20 1.2 for 30 1.35 for 40 and 1.2 for 50. Once you start converting provinces you might actually survive, I know that the Selucids in my game are kicking ass and taking names. I'm playing Rome, so unfortunatelly, they aren't that good at kicking me around.

As for manpower, it is not based on religion. It is based on the freemen of your culutre. So, you need Greek freemen for your MP to go up. Use high charisma governors to help them change culture to Greek.
