Seleucid satrapy of Babylonia mission tree doesnt work

One of the missions in the Satrapy of babylonia mission tree from the dlc requires you to own the entirety of Mesopotamia directly.
After annexing the missing one tile from Adiabene the game claims that the province of Characene which is under your control from the beginning is not under your control.

Do you control the tiny island of Ikaros, province 963? Its in Characene but its hard to miss and is not under Seleucid control from the start. Its just below Apphana. (It also should probably have some of its Macedonian pops replaced by natives)
