How about setting a separate IGC forum, independent from the general Scenario forum?

Well, the IGC is sort of a scenario. 
The story is this: The IGC originated in the general forum, with three threads (leaders, IGC, homegrown patch) which were almost always on top. On the other hand, almost noone posted in the scenario forum. That´s why we (were) moved here. The danger I see in giving the IGC it´s own forum is that then the traffic in the scenario forum will probably die down again.

Yep, it fits just fine here.
But since the IGC is not sanctioned by Paradox at all, maybe they wouldnt like to put up a forum for someone elses version of their game.

It is sanctioned...they are just not taking an active part in making the ICG, but Patric said himself somewhere that he loved that thread, and they thought of modifing the original GC with some of the changes from the ICG. After the discussions had diesd down anyway
