I took the decision, and it’s showing both Hellenic and Kemetic as the state Religion, but the deities aren’t showing up. It’s been about ~5 years in-game, and the Diadochi War is still happening, that means anything.

Serapis is a singular deity, not whole pantheon. He's available but I forget which slot he is in.

There’s a whole bunch of them, including Hermanubis and Zeus Ammon and a couple others, all but one of which are Culture deities. I checked the Wiki, and all it says is I need to enact the decision, which I have.

Checking the wiki, there is a percentage chance that you will have access to a specific deity and all of the Serapis cult ones are very rare so you aren't guaranteed access to them. Just double checked my Egypt game and I only have access to Serapis and Zeus Ammon.
