Does any game of Paradox cover when Serbia is a Empire because thats kinda sad how they don't wan't to make Serbia strong early in game so is a patch or a game that covers that?

So, what's the big deal? You can take a duchy of Rashkaand make it a Serbian empire if you will be lucky enought. There was no Serbian empire during the game period so why should the developers make the completely ahistorical things in the game? I evem haven't heard about the mods which are adding something like it.
