Serious Bug report(Desicioin: Found a new empire)

after new patch, when I try to get the decision to find my new empire, I create a new empire but
I couldn't make it my main title.
the france kingdom even be the first than new empire title..

please make it right position! I want to make imperial law on my realm

You're playing from a 3.2(or previous) savegame, that causing compatible issues. Not real a bug anyway.
After all you should be warned at the first time you load the savefile.
The solution is a simple save-edit.
BTW, the Korean characters looks like terrible glitches.
