Is it possible to set specific characters to govern baronies and be mayors of cities? I can't seem to find the barony and city names I'm looking for in the titles folder, which leads me to believe they can only be randomly generated.

You need to create a file as most baronies dont have history specified atm. Find the barony you want to create a history for in landed-titles.txt, e.g. b_tottenham, and create a history file with the same name. You can do the same for cities and bishops.
