I run a lot of light and medium 'Mechs. In fact, I've run entire careers with them. My play style is fire and maneuver. I also substantially increase both Spotter and Sensor range which really opens up the engagement distance and makes LoS a much more important consideration.

When outnumbered the enemy can strip 6+ pips of evasion from a fast recon unit, leaving the unit vulnerable to destruction. This is especially true when engaging heavy and assault units which carry sufficient firepower to core a light 'Mech in a single salvo. Coupled with the higher accuracy of pilots in high-skull missions, this limits their viability on the field.

I'd like to see all units, friendly and not, maintain their evasive pips unit their next action. Evasive pips should only be removed by sensor locking.

This is a different requirement and was already done multiple times. Just see nexusmods.com/battletech/mods/94 for example.
The mentioned mod is quite old tbh, but it's probably easy to rebuild.

The abililty to disable pip-removal *by weapon* is a more involved modding activity but also quite doable i think.

On a side note, i play BT similar to you, relying on evasion more than on dmg reduction and even though i had mod running which sustained evasion for light and medium mechs (depending on piloting skill) i disabled that in the end. The AI was too dumb to use it properly and i was embarrassed to beat full assault lances with lights and mediums only. With focus fire beeing a real threat i found myself using the terrain and los more which resulted in a more "realistic" gameplay with lights...
 
The Permanent Evasion mod sure looks like it would have done exactly what I was hoping. Unfortunate that's its ended development and is no longer compatible with the current release. It could be, however, that I would have discovered the same thing as you, and ultimately decided that it wasn't as good an idea in practice as it seemed in theory. Still, it would have been fun to see.

That said, if there is any insight you can give me into the .json file(s) and setting(s) that control this behavior, I would be thankful. I run BT on a Mac, so ModTek is not an easy option for modifications but I can edit text files!
 
There is a working version of permanent evasion somewhere, an number of the large mods make use of it

If you are going to pick permanent evasion, someone needs to tell the AI to shoot more than one medium laser at your mechs then. Getting 6+ evasive chevrons means the AI will shoot one medium at a time at you, because it won't do more until you lower it to 4 or less, generally speaking.

While permanent evasion is how I would have designed the game myself as well, it pretty much makes the AI into a blathering idiot that won't shoot at your fast mechs in any meaningful way.
