In C.O.R.E it seems like there'll be a heavy emphasis on armor attachments rather than pure armor divisions for most nations. At least, this is the way McNaughton presents the main avenues of tech approach in the armor tree on the C.O.R.E forum:

Tank Battalions are:

Light Tank Battalions (split between MG and Gun armed)
Infantry Tank Battalions (split between Assault Gun and Infantry Tank)
Heavy Tank Battalions

Tank Divisions are:

Minor: Armoured Cavalry Divisions (split between MG and Gun armed Lt Tank)
Major: Light Medium Tank Division (ITA, JAP, GER, ENG, USA, CAN, AST)
Major: Heavy Medium Tank Division (FRA and SOV)

Note that only nine countries are able to produce real armor divisions. The main argument for slicing it up like this is that most countries weren't able to field full, up to date armor divisions anyway, and of course in that sense C.O.R.E is correct (although the mandatory nature of this setup surely could be discussed).

Anyway, since matters stand at where they are, I wonder if it's possible to mod HoI into adding several attachments per division?
In my opinion, choosing between an artillery attachment and an armor attachment in HoI, I would always go with artillery, as it is cheaper, stronger and tends to be more useful. Thus, there seems to be little reason to use armor attachments at all if you're playing a small country with limited manpower reserves and you have to get the most out of every divisional formation (i.e putting attachments on all).

So question is, if you wanted to, could you perhaps make armor attachments a special case, in which you were able to place 2 attachments in each division provided one of them was an armor attachment?
 
Nope. AFAIK, it's hard coded to only allow one brigade per division. There would be some significant game balance issues if it were otherwise..
 
One thing that I am doing for 0.2 of CORE2 is a complete rebalancing of attachments. I am trying to make it that any attachment is useful, depending on the nation, doctrine researched and geographic situation. While it is impossible to have two attachments per division, I am trying to make the situation such that any attachment is 'cost effective' depending on situations.
