Shattered Realm Bug

I'm not exactly sure how it is happening but when I make a shattered realm into standard religions and all counts some countys don't have anyone holding their title or possibly the title doesn't exist. I can't list all of them and it doesn't always happen to some but there is 2 it happened to in Mali each time I tried.

I didn't have any other mods loaded when I took the decision. I also have all of the main DLC (Way of Life, etc) and no portrait, music or unit packs.

I just tried downloading a basic shattered world mod off steam to make a save where all counts are independent.

The same thing happened to a few countys but I was able to start the game without it crashing this time. I'm thinking this is a Horse Lords related bug and not a CK2+ bug?

I believe you are right. I've seen it happen myself too, but it's never been reproducible and never the same title. This despite the same command being run on all relevant titles/characters.
