Shields are gone? Why?

I installed CK2Plus, and later, when I played vanilla, almost all of the domain shields (kingdoms, duchies, etc.) were replaced with black. The only exceptions were the HRE and ERE and a few of the duchies under them. Dynasty CoAs, both regular and from the DLC, still worked. I uninstalled CK2Plus and deleted its saves from the directory but the problem persisted. I checked the flags folder under gfx and all the flags that aren't there in the game look fine. What's going on and how do I fix it?

Just a guess:
The texture paths may have been cached, and not cleared when you uninstalled CK2+, so that the game still searches for textures using the paths of the mod but cannot find them.
I would reinstall the game, with a reboot of the PC after you uninstall (and delete the game directory if it remains after you uninstall it, before the reboot).

Edit: nevermind me. This appears to be a graphics thing and not pathing.
