I realized how many members know modified scenarios well.
It needs right position as period and right evaluation
of events and leaders of the Countries.
Technology & Stability? Reforms & Government?
Who combined them in the best way for his historical period?
I haven't many of those personal banners,
so I demand (Who gets them) to edit a reply,
anyway also even if the personages are out of EU II's timeframe.

If I must the 1st reply, it's logic to choose the Man that deranged continental Europe for several years. He didn't accept the regular flow of the events and wanted to leave his vestige there. Also a typhoon cleans the air of the city, but which are its remnants?

That coat of arms is all wrong, Erik of Pommern arms looked like this:

No, but to be a king, you have to, well, be a king. William Oranje, iirc, was a King. Julius Caesar was not. Oliver Cromwell was not. To say that they are is like saying Vladimir Putin is King of Russia.

bottom left: Götaland
bottom right: Pommern/Pommerania
shield: Norway
