how to add shipping lanes to city skylines map that does not have one when in no-workshop mode I have disable all the mods and assets because of errors popping up when your not pause mod as do not have enough ram for game to handle everything and switch overt a vanilla build with out removing any content

If you're talking about lanes for the ferry boats, you can add them under the Transport tab, in the same place where you find the ferry depot and the ferry station.
If you're talking about lanes for cargo/passenger ships, those can only be added/deleted with mods if I remember correctly.

Yep, you'll need mods to edit those in-game. A workaround you can do is open the map in Map Editor and add the lanes manually, then save it and start a new game with the edited map.
