I think every AI character landed or not should have short and long term goals towrds they are working for. Short term goals should change on circumstances and evry ai character should evalute they action on thouse goals.

Example, AI lords wishes to attack slightly stronger neightbour, hes aim is to be stronger, to get stronger there is multible brances, build buildings repair vassal opinion or marry his daughter to other king and get help in war. As his one goal is compleated his goals change towards to longterm goals what they need to do next.

Also courtiers should have same system where they wish to archive something, like getting lands or marry powerful family or getting better job. And so they work and plot towards thouse goals. This could give more continuus action, so lord who dosent like you becouse your traits or action will not straight away try to betray you but rather seek how they can exploit it.
 
The AI having some long term goals would be a nice feature, as it would (hopefully) keep them in check a little bit when it comes to what they do with their realms and titles.
 
In CK2, such a mechanic might actually keep AI Charly on track to form the HRE...
 
I do agree with your idea, though I also do think that the AI characters should not be too ambitious. Not every courtier wishes to take their liege's title and I feel that it could make for a very annoying experience if everyone is plotting against you, not saying that was what you meant though. In the same vein, kind characters or other characters who have a high opinion of you or some other reason to desire your well-being (your mother, a content courtier, a vassal afraid of how another vassal might attack him if his liege disappears etc). To allow for that, there should exist AI ambitions which are not strictly about gaining more power, such as having your son grow into someone to be proud of, gaining a new friend, or perhaps to further their liege's power.
