Should I be getting this low of performance w/ DX11?

Hello, I recently built this pc in Nov in order to tackle BF3/Skyrim and other games at full.

Specs are:
2600k
8gb ram
GTX 580

I have AA off, motion blur off, shadows at about 70%, characters at full, and environment at full.

I pull around 21=22 fps if I get near a lot of troops, around 30'ish if I pull it back out and look at the environment.

Also, your performance doesn't seem to be that low...?

This game is very GPU heavy, I have three GTX 480's and they are maxed out ... So you need more GPU power if you want to run at max settings. Turn off Ambient Occlusion as it is a pig, and try setting the shaders bar half way and you will see a better frame rate.
