Is there a bonus in blockading a port city when it is under siege? Also, What do the numbers mean in the siege window? I'm talking about the numbers in the round circles usually reading -1 or 5 or something like that.

Blockading a city should reduce the time necessary to take the fortifications by siege. There's also an economic bonus.
