Certain mixed usage buildings which incorporate both residential and commercial spaces fail to house any citizens regardless of the demand (which is high). I have removed and replaced said buildings, to no avail, even going so far as to move them away from other signature buildings. Buildings include Cane Residences, Ironpress Building and Ember Suites.

I am experiencing the same thing in my vanilla city. This is not a difficult test case.
Minimum reproduction steps: build a small town with all six mixed residential signature buildings. [The three NA and the three EU.]
Expectation: at least a few residents should move in.
Observed result: no one moves in.

I have this issue as well. All mixed-use signature buildings will not get residents. All purely residential signature buildings will get residents when first placed but then slowly empty out.

In my case the error is ONLY on mixed-use signature buildings (both EU and US). In purely residential signature buildings, some may become empty (namely the sigle family houses) due to high rents and not due to a bug.
