Significant difference between governments types?

Will there be any significant difference between governments types in EU4, in EU3 they all felt the same with each one giving a small buff in a certain area.
Ideas
* Monarchy succession crisis and wars
*Been able to influence who becomes the future king in elective monarchy, if you have a marriage with them (putting forward your candidate to get a personal union)

If monarchies still have their punative regency councils (or, if they're just as common) then Republics will still be a no-brainer.

Personally I hope government type is connected more to decisions, sliders, etc. that you have. Going from monarchy to republic should be as simple as in EU3.
