Bakcstory
I was playing around as lord Stane on Skagos and noticed an interesting decision. I did some cheats to trigger it, which gave all the Skagosi holdings some beefy shipyards. The decision requires one to be both High Lord of Skagos, and fully independent.

Suggestion
What if the Stark's, or whoever controlled The North, was given the option to allow the Skagosi to rebuild their shipyards. The effects would be similar; Skagosi shipyards would be built, decision firer gaines "the Rebuilder" title, but with an added bonus giving maybe a +25 relations to the Skagosi lords. It would also cost more than the 50 gold to fire the decision, it would also cost a prestige hit because it's revoking a long standing law essentially that the Skagosi can't build ships anymore. I like the idea of The_North struggling in a war then deciding to let the Skagosi have their fleets again to raid their enemies.

Question
Where are the files for this decision and event? I would like to be able to modify it to my suggestion to try it out. Also as practice as I've never modified game files to such an extent.

In the next version and independent Skagos can rebuild their ships then if conquered by the north again they can have them destroyed, you should be able to modify those once they are released in the next version

While we're at the topic, why do half of Skagosi lords look like Hannibal Lecter when according to "World of Ice and Fire" they basically look like bigger versions of Wildlings?
