Does anybody know what exactly allows you to use the "slave raid" CB against certain counties and not others? As far as I can tell it is completely random and unreliable.

We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
Either the target must border your lands or you are a patrician and the target is coastal. You also cannot raid within your realm on medium or higher authority. Also characters that can Old Gods raid (e.g. pirates) cannot use the CB, as they gain slaves by raiding events. Will add this to the GUI to make it clear.
