Um, is this as intended?
 
You've not fully played this game until you saw Aegon installing it all over Westeros and Lord Paramount Cregan Stark declaring the 7th Northern Slave Raid on Beyond the Wall in 15 years due to Wildling revolts constantly moving the Capital beyond the wall and removing truces
 
I looked through once I took over (muahaha) and figured out that my ruler was able to do it because he was Arbitrary - so I guess that'll do it. Just seems SUPER odd.
