I am playing EU 1.05 with the latest EEP (1.3.1 or something like that), and I've noticed a problem I have in every 1520 campaign I play. Portual refuses to expand colonially at all. It starts with the Azores, Cape Verde, and a size 1 colony in Brazil, and it does nothing for the rest of the game. I checked, it wasn't diploannexed by Spain or anything, it just sits there and does nothing. Another strange thing is, I can still see Portuguese vessels sailing around the Brazilian coast and West Africa, so there aren't completely asleep, but beyond that, I have no idea why they aren't expanding, or how to get them to expand.

Spain as well seems to have fallen asleep, moreso than I've ever noticed before. They still have trouble conquering the Aztecs, Mayans, and Incas, but lately they haven't even been grabbing Argentina or southern Chile. I've been playing as colonial Brandenburg, Hungary, and the Netherlands, and everytime, I'm able to create a monsterous New World and African Empire, largely because there is nobody else trying, except for maybe the English, the Dutch, and the Danes, but they only do so much.

Do you have any idea how I could tweak Portugal's or Spain files to make them more likely to colonize without having to interrupt my game and do it for them? Portugal is an OK country to play, but I usually don't have much fun playing Spain. And besides, I like building colonial empires with ahistorical countries, but I would like it if the historical colonizers would at least try it themselves. :(

P.S. I've tried the save and reload thing every few years to jog the AI's memory, but that makes no difference at all for the Spanish or Portuguese.
 
Check the expansion number in the AI file. I was having problems getting Austria to colonize in the NPPBEM game, and upping that number seemed to do the trick.
