BUG: Slovakian Generals Unpromoteable

So, I accepted Tiso in Slovakia. The only problem is that one of their units has a crappy commander and 15 divisions in the Army. He only supports 1. Not only can I not promote him, If I try to change leaders to game slows to a crawl and eventually CTDs.

Happens every single time. They're still sitting there 2 years later.

I nearly diud nothing with this because putting the words BUG: in your thread made me think that another mod had dealt with this. When I asked you not to put the words bug in your title I really ment it.

On to your problem I can promote Slovak leaders I just cannot replace them. Are you absolutly certain you cannot promot.
