Well seeing it's a certain amount of money that needs to be invested in order to get a new tech level u can slow it down by making the number to get bigger or the amount of money u can spend on it smaller.
 
I believe the essence of the Real EU economic changes are:

1) DB\tax_stab.csv
- Amount of income country receives reduced at each stability level compared to regular EU.
2) DB\infra.csv, land.csv, navy.csv, and trade.csv
- I think, the amount of investment required for each tech level reduced (making it easier - see below)
3) DB\Monarchs\some, most, all
- Reduced monarch levels for many minors to slow their investment in tech (by lower monarch bonuses).
4) 1492o.inc
- Tech group changed for many countries, minor and major. This, I think changes some modifier on tech costs.

The overall effect was to reduce the amount of money available to a country, while (paradoxically) reducing the amount of money required to increase tech levels. The latter point unhistorically speeds up tech research, but allows AI countries to keep up with a human player (who invariably devotes more effort to investment).
 
But, I think laurent made some other changes - mostly to monarch values and nations' tech classification (exotic, latin, etc.) - in an effort to counterbalance the tech speed up. The net effect, I think, is that tech is somewhat faster, but not greatly so.

The reason I'm wondering is because in the original GC with 1.08 ALL countries are usually severly BEHIND historical development.
Thus something to increase general tech development IS needed form a historical correctness viewpoint.

Somewhat. I haven't done hands off games with Real EU. I'm at around 1617 and tech levels are:

Land - generally 10-15, some lower and higher
Navy - generally 13-19, some lower and higher
Trade - 4-5 with a couple of exceptions
Infra - 4-5 with a couple of exceptions

Navy, at least, is definitely faster than in non-Real EU. The historicity I gather from Laurent's posts on his test results where he stated that he consistently saw faster than historical tech advancement.

I further gathered from his posts that he couldn't get both balanced tech development between majors/minors and historical development time line.
 
1) Figures for 1617 are historically correct and correspond globally to the date indicated in the land tech original file. The problem is with normal settings all AI nations are too much slow and lag behind definitly. The same problem for IGC

2 ) Real EU has for effect to give all nations, major and minor, tthe chance to get the right level roughly at the normal date ( given of course delays for muslims and other). By example, all minor nations which reach new tech level faster than major, even when in latin group, are now on exotic, without any side effect.

3)In normal settings and IGC, major nations are the slowest with many side effects, as ssmall nations get tech advance.


Conclusion: Real EU doesn't slow the research: it speeds it up, as much for major than minor. Once again, figures for 1617 have to be compared with the second column in the original research files ( land, naval, infra, and trade): cureently my mod is the only one giving assurance of a normal tech development in a GC

FYI 1620 the following techs should be present (according to naval & land csv).

Naval lvl 22 (your still BEHIND here in your game!)
Land lvl 14 (seems to be right on target in your game)

Gack. And I was getting irritated since I assumed I was ahead of historical pace. :)

It's 1628 and the principle powers are at 20/21 for naval tech.

It doesn't excuse my "poor" development, since I've mostly been a bystander, but all of Europe and the Mediterranean has been involved in the 30 Years War. Ten or more wars are ongoing all the time (through seperate peaces, new alliance structures due to dishonoring, etc.). All of the majors and significant minors (save England and Sweden) have wars with at least two other majors, and several minors. Without looking at the save files, presumbably everyone is a little too busy for tech investements right now.

Well by then it should be Naval 23 & Land 16-17 =)

At least its going up.

Seriously though, does anyone have a good feel for AI behavior during wars in regards to tech investment. I generally reduce it to minimal or nothing. I would assume the AI does the same. Then the only investment comes from Monarch values, manufactories, and neighbor bonus. I know, I can look in the save files. :)

An amusing thought given the conflagration occuring right now in my game. Perhaps I'll go into the save game and patch Nippon into every war, so on the diplomatic alliance screen I can select Nippon, and see the world on fire.:D

AS State machines said, some were higher than 21... :) The problem is some AI ( Austria) by example dobn't care about naval tech and are always very slow, even with neighbour bonus.

I will maybe howewer speed up a little naval tech. At least we haven't Spain with medieval tech until 1690 :)
 
U can also use custom setting's for the Infra and Trade percent income.

-Higher percent at start and lower in the end.

It make's the "cashflow" more balanced during the year's and help's the AI to follow the timeline pretty good to, in many cases have some AI been faster then me in one Tech advance.

I use this together with Real EU (laurent Favre's) setting's and it gives me an pretty good challange when I play.

Paradox can easy fix this "timeline and tech advances" problem's for evryone who don't know how to change setting's in all .cvs files or have problem with using custom files, the only tool they need is an 5 USD pocketcalculator and the knowledge how to use it.
