First of all, this mod is amazing and getting better overtime. I've been playing it since 0.3 (IIRC) and has brought me hours and hours of fun.

But I have 2 small questions on which I could not really find the answer.

1: I've been playing for some 300 years with the Stark (before Aegon Conquest) as KiTN and slowly moving South. I have no conquered almost all of the Kingdom of the Riverlands and keep on since then my Dukes are behaving a bit strange. Some of them have lands up north (Riverrun had Moat Cailin and 1 country in the Wolfswood, and parts of the Blackwood territory). After a small rebellion I wanted to give those titles (Riverun and Blackwood )away to other lords. I thaught that when I granted somebody the title they only get the du jure region but they also get the non du jure regions. Does this have to do something with the crownlaws or this a bug?

Crown Authority in the North is medium and in the Riverlands it is low. Been playing with 0.9 and Westeros only and the version before the last patch (2.21 IIRC)

2: I have a fairly strong pc (8gb Ram, I7 2700 processor, 7970, SSD) but running the full mod with more then 15 fps seems impossible. Is this because of my rig, or because the mod is just so heavy?

It's almost entirely the mod being so heavy. Removing Essos helps majorly, but after around 150 years it starts to slow down. A solution to this is to edit the savegame and remove dead characters. Take a look here:
*edit apparently I can't link outside paradox, so google 'game of thrones citadel remove dead characters'
