does it directly increase/decrease militancy in governments like in Vicky 1?

In Vicky I from what I can gather there were some direct impacts by plurality on government.....plurality was generally bad for autocratic governments with some exceptions, such as you had a reactionary government with reactionary population. Constitutional monarchies were not impacted by it militancy-wise, while democratic governments had reduced militancy.

But for Vicky 2, research points aside, it just modifies consciousness due to literacy and increases pop needs based on % correct? both of which can then impact militancy down the road.
 
As far as I know it doesn't increase Militancy directly, but does have an effect on Consciousness. It also affects consumer demand considerably, which if not met can have major effects on militancy. I don't know for certain if different government types interact differently with it, but I suspect not.

It also affects the ideology of your pops - IIRC it makes them more liberal. So indirectly increases militancy that way if your government is conservative or reactionary.

I forgot about that. Checking the poptypes folder, it looks like the only direct effect of plurality is that if you have under 20% your POPs are +20% more reactionary (Which if I am doing the math right only helps reactionary governments, and 20% is really hard to stay under). There are lots of other changes driven by reform-desire.
 
Plurality drives up demand for goods. This in turn makes pops militant since they can buy less needs. It also indeed drives up consciousness, which also drives up demand. Consciousness drives reform desire up and pushes people away from conservatism (which lower militancy), so basically plurality does increase militancy in several ways but only indirectly.
