I loved Victoria 2, and with eu4 seeming mostly complete, I'd love to see a Victoria game that stems from it. The eu model has evolved so much, that a new Victoria would likely be great.

By the end of 2018, i think. Assuming that the development of the game takes PDS now around 3 years and noticing that around 1-2 years ago (cannot provide more exact time) they actually stopped denying that the game is in development, it should be released in late 2018.
 
Every time someone types Vicky 3 in the forum 1 day gets automatically added to the release date so I think we can expect it around Jan 16th 3417
 
I could be totally wrong, but I believe I recall a dev saying that Vicky 2 was basically the brain child of one person who is no longer with Paradox. As a result, Paradox has no idea how to improve upon the economy system.
 
PDX is not afraid that no one would buy Vicky 3. They are afraid of how much they would have to invest in producing a new Victoria game. It is easier, and more profit margin, to just shove out DLCs for game systems they have already made.

If that were really the case you'd think (with all the clamoring for Vic 3) they'd be trying out some Vic II DLcs...
 
PDX stopped development on Vicky 2 before they developed their current DLC model with CK2 and EU4.

And yet, it wasn't so long ago they released a beta patch for it. If they wanted to milk the crowd with some DLC action I'm sure they could do so. I expect they're actually at least in the planning stages for a Vic III if not actively developing it and just waiting until it's close to finalized to announce it so as not to go through another HoI 4 type fiasco with the "fans" screaming bloody murder about the delays.

A Vicky 3 would be great. And I hope they make. But be realistic. PDX is now a publicly traded company. That means they measure success in the profit margin delivered by their products. Look at the difference between HOI4 and Stellaris. HOI4 took years to develop and has a much smaller market share than Stellaris which took, at most, half the time to make. Why would PDX decide to go down the Vicky route when there are other simpler game genres to develop with more profit to be made? I really want Vicky 3 to be made. But I have no expectations that it ever will.

Firsty, Chris King is back at Paradox and is likely a game director of Victoria III, which is likely in development.

How can we know that the game is in development? After Stellaris release, someone from Paradox stated that they have 2 or 3 games in development. In addition, another PDS or PDX fellow stated that they do not plan to extend their game family with different franchise (completely new title) for some time. That probably means that both Rome II and Victoria III are currently at some stage of development.
