[EDIT - see message below for link to zip file]
Back in January 2002 Soapy Frog (http://www.europa-universalis.com/forum/member.php?s=&action=getinfo&userid=3540) posted up his revised combat charts for EU2, being dissatisfied with the standard combat charts: "...The trouble stem from the frequency with which armies are utterly destroyed instead of broken, morale-wise."
For more details see:

Anyway, to make it easier for people to try these out I've uploaded the modified charts. To use them, simply back-up your original combat charts (Assault Defender.csv, Assault Fire.csv, Assault Shock.csv, CRT.csv, LANDFIRE.csv, LANDSHOCK.csv) into a new folder and replace these with the files in Soapy_Frog_Combat.zip
NB: this file includes Jester's suggested change: "...Medievel versus Medieval has some slight Fire effect to better represent early ranged weapons (crossbows, Bows, etc). just added an E to the Medieval versus Medieval column.", as it seems perfectly sensible to me - See:
