Summary​

Sogdian characters can't create the empire of Bactria

Description​

Starting as a Sogdian character, the decision to form the Empire of Bactria doesn't show up in the list of decisions. I am playing a character that started with the a Duchy around the county of Balkh, in the middle of Bactria, and the decision isn't available in the list of decisions, and I can't see the requirements. I used the button to switch to another character of a different culture and they have the decision available, but if I switch to another Sogdian character, the decision doesn't appear. I checked to see if this was save game specific by starting a new game multiple times, and I found that the problem persists and every Iranian heritage culture has the decision to form the Bactrian Empire except for Sogdians.

Steps to reproduce​

1. Start the game at the 800s start date as a Sogdian character.
2. The decision to form the Bactrian Empire doesn't appear on the list of decisions

I agree with OP that Sogdians should also be able to.

Lots of RP opportunities there. Suppose I make a Sogdian princess who wants to take up the legacy of Roxana and Apama! I should be able to form Bactria.
 
Empire of bactria needs alot of rework, at one time it was just feudal rulers that cpuld do it, letting muslims do it would let one of tahirids, saffarids, and samanids form it when they conquer the others
 
Also, one other thing. To create Bactria you need to be buddhist or Zoroastrian.
But the only Zoroastrian faith that acknowledges Balkh as holy site is Mazdakism, Bon(some unreformed faith).
Nothing else.

And since Balkh is getting the rewards for creating Bactria you would guess Balkh would support all Zoroastrian faiths and buddhist faiths.

There are however mentions inside 00_holy_sites.txt of making it a holy site for Mahayana or Pure Land. Could someone explain what PDX meant with pure land?
