Hello,
since nobody from team commented on partitions of Germany and France not working, I looked into it and found solution. In db/events/KAISERREICH/WWII there is a file called Partitions.txt. The first event in it, 666000, has syntax error, at the end of it there are two "}". Delete one to fix it. The same problem is with event 666024, "Partitioning of Germany". Delete one here too and partitioning events should work now.
